Also, I learned that in 2016 Levin’s then fiancé had a son who was on the Cruz campaign team, so I think that certainly colored his view of things. IIRC, Levin keeps his personal life pretty close to the vest and it was not widespread public knowledge that he was no longer married to his first(?) wife.

NBC = Natural Born Citizen. A person who is "naturally" a citizen, without resort to any statute.

When Cruz was born, the eviddence on his birth certificate made him automatically a citizen of Canada, and if he or his parents applied for it, a citizen of Cuba, and if he or his parents applied for it, also a citizen of the US.
