If you go to the link provided by the original poster and then click the National Loop button, you will see that the red blob above Dallas is an anamoly as regards to the rest of the country. As such, it is far from “normal”.

Have NOAA/NASA been doing any high altitude Weather Modification with metallic particulates? Might show up and discounted by ignorant local meteorologists as ground clutter.
