He mentions that Eisenhower was going to use "military, industrial, congressional complex" but at the last minute was persuaded to drop 'congressional' from the speech. Kevin does not say who it was that convinced Eisenhower to drop that one word, but I suspect it was an aide that had to deal with the congress.
...And regarding the thing I was remembering, I thought I heard a clip of his speech where he added Congress in the phrase military industrial.
