Some new initials in there. #2 could be McCabe ($2 at FBI) or Yates (#2 at DOJ). SY is Sally Yates, so she wouldn't be mentioned twice. I'm pretty #2 has to be Andrew McCabe. Check the LexiQon, Q has used #2 for McCabe before in Drop #247.
