Are the people pictured in red shoes an indication that they’re part of an elite pedo club/group and the shoes are a sign of their passing an initiation/membership ritual?

It's some kinda group or membership. Not EXACTLY sure what. I've seen a pic of some richy rich guys all wearing red shoes.
