This is probably been identified already by some anon or other, or maybe you. To me this looks like a Waste bin for the disposal of secure documents. The handles are not right for a 5 gallon bucket. Wasn’t able to read the writing, but it probably says something like “Secure Disposal.”

Other theories on the pail/bucket: Trump is the master of double meanings so this bucket has at least 2 meanings. One could be RBG⁠ ⁠ kicking the bucket, to be sure. But also, preparation to carry out lots of trash with RIFs.
