Adams Burch was a company that provides various restaurant or janitorial supplies. They were purchased by a firm called Trimark. Here is Adams-Burch’s current catalogue open to the page showing waste containers.

It does not currently show anything similar to the waste barrel in the WH window. Who knows how old that waste bin is, 5 or 10 years old? It could also have been a special order product for Fed government use only.
(I am spending my day tracking down janitorial products. Sigh. Well...its a Cold january day and would not be doing much else. (Except taxes...))
