Actually, why deliver a copy before, at all? Give the speech, then provide transcript and supplementary supporting data to congress. I think that would fulfill the obligation nicely.
Deliver one 15 minutes before the broadcast, stamp it "draft", and then give the real version an hour or two after publicly speaking. So they can respond to the draft instead of the real deal.
