Brooks is absolutely right that if the President were to veto the bill there aren’t enough votes to override it. But Trump doesn’t want to take responsibility for shutting down the government again.

I think he should veto it and declare the state of emergency. He needs to teach the GOP a lesson. He brought them all across the finish line and campaigned with them.
