Clothes and a photo survive the crash but no bodies or even pieces of bodies makes this sound like a false flag gone wrong. As Q says these people are stupid.

Maybe the good guys needed to take away certain people as targets of the DS. Our guys don’t kill people indiscriminately. The DS doesn’t care about the body count.
