What if local LEO is not protecting the people from pockets of violence...AKA, sanctuary locations and no-go zones. Would that qualify as held territory as a result of insurgent violence?You need to reach the point where shots are actually fired.

What if it turned out that a state or NGO actor was executing massacres around the country to change political narrative? Doesn’t terrorism count as a casus belli? Foreign invasion and occupation?
