NJ has been bleeding American taxpayers for years now; I suspect that where both the perp and victim lived, there were no Americans in sight. They are trafficked here to fill the housing and schools abandoned by working Americans, and subsidized by wealth transfers/federal programs from all 50 states.

Here in NJ school districts can (and many do) verify that you live within the district (since schools are funded from local property taxes); those districts CANNOT verify that you aren’t a foreign invader.
