Actually, it appears that the tunnels may have depended on gravity and "French Drains" for drainage.

My assumption is that the "floor level" of the underground complex was well above sea level (~30' AMSL). My guess is that any water in the system may have been rain seepage from above.

I can see three likely drainage points -- but, there may well have been electrical pumps inside the system to move water to those points...

Well, that may not be right but, Wikipedia says, coincidentally about the specific crime we are discussing:

“When an officer of the court is found to have fraudulently presented facts to impair the court’s impartial performance of its legal task, the act (known as fraud upon the court) is not subject to a statute of limitation.”

Also, heinous crimes such as fraud, murder, and treason are not covered by SoL although it has happened in such as a cold murder case that the court has thrown it out as being too stale.
