Lateral forces caused by wind vary by the square of the wind speed. So a 150mph hurricane causes 4x the force on a surface as a 75mph 3 spec gust. A 225mph hurricane, (3x the wind speed of a 75mph hurricane, causes about 9X the force on a wall area as the 75mph hurricane.
One correction, cyclones and hurricanes tend to measure winds in Max Sustained winds at 1 min (2min) averages. Peak winds or gusts are usually measured in 3-5sec gusts, which tend to be 30% greater than the Max Sustained Wind over a minute.
You building codes are based upon the 3 sec gust values, (the higher force).
