Q and A at Congressional hearings are negotiated and agreed to ahead of time. Not much straying from the script is permitted.
That’s why such hearings are frustrating to outsiders, obvious follow-up questions aren’t asked, members paying no attention, reading from scripts, etc. Even the ‘swearing in’ is just theater as it’s illegal to lie to or mislead Congress regardless of oath (unless you’re a Leftist).
