Are there 1,000,000 medical personally in the Military reserves and NG.
Is this constitutional?

I don’t know if there are a million former military medical personnel in the IRR and National Guard to recall. But this is constitutional for the recalling of those officers, non-commissioned officers, and enlisted personnel who are members of the Individual Ready Reserve. After one serves their initial enlistment or officer service, they are discharged and placed into the IRR. See this Wiki article for a good description of the US Code that authorizes the IRR and its members being recalled to active duty. After I retired at the 20 year mark, I was given retired/retainer pay and put into the IRR and was subject to recall until I had a combined 30 years of active and retired service.
