Try to enforce it and people will just start coughing on LEOs. Then the LEOs will have to go into a 2 week self-quarantine. Pretty soon there won’t be anyone on the streets to enforce this BS.
What about Bill of rights; life, liberty and pursuit of happiness. What about 4th amendment and the standards of probable cause. Unless you have been tested there is no way to tell if you are infected. So the police have no probable cause to stop you. You can Quarantine an infected person but you can’t quarantine everybody that you have no idea what they have ever been infected.
