And after a generation or 2, educated women work and have only one child...which is what you see in Europe and east Asia. Child death is so rare that they don't need 2, and social security means you can retire without needing your kids to support you.

Doesn't the government, at least in China if not elsewhere, forbid more than 2 children per family? Do they not also, more or less, require abortion if a third is conceived?

China and Viet Nam have restrictions on children: but Taiwan, Korea and Japan do not, and yet have zero population growth.
