Summary - Covid-19 has a social location and is not evenly distributed throughout Los Angeles County. The highest rates of Corona-Virus outbreak in Los Angeles County are in Democrat-controlled West Los Angeles and Hollywood with predominantly white ethnicity and white-collar occupations. However, Corona-virus is only moderately associated with Latino and Black communities in LA County in Democrat-Party controlled lower-income, blue-collar areas. Conversely, the lowest relative Covid-19 rates are in Republican suburbs of Eastern LA County of mixed ethnicities and mixed blue and white-collar occupations. This suggests social and behavioral factors are implicated in Covid-19 proliferation. See map here.

I’d suspect drug addicts and AIDS and similar immune problem (homosexual) folks are high risk groups as with most diseases.
Could be the rich elite Hollywood types are using their influence to get tested more per capita, than poor and middle class.
So there could be equivalent or higher in their population, just not getting tested.
I bet plenty of them also make sure to get the prescribed drugs while not wanting the little people to get it.

It doesn't happen that way. Parties out of power have a way of repositioning themselves to attract new supporters. Parties in power get overconfident and make mistakes.

Working people are at lowest risk. To mitigate the very small chance they could catch the Wu Flu and miss a week of work, we will force them to stop work for a month or two and possibly lose their job or business.
LA County did not count tests, they counted lab confirmed cases who had entered hospitals.
