First empanel the GJs, then subpoena witnesses, then the true bill, THEN the indictments.
Amirite? (Was on GJ for weeks and weeks with many cases, very interesting, but years ago.)
When I was on a grand jury it was our duty to declare the true bill, very few came back with witnesses, is that the next step after we declare they have enough evidence to go forward?
