Also, due to one child policy(killing off females) the military is composed of the people’s only child/son and so the citizens will not be wanting them to march off to death.

Yes with modifications for tracking. Though I can't find Dr Liu on the paper that was making this patch. He was working in the same department which could've been doing something else. I do not know.
