No, it is just bad planning, research and construction on China's part. One prominent Chinese scientist warned of all these things with the construction of the dam, that it would cause flooding, earthquakes because of the extra weight in geological fragile areas, land slides and ultimately catastrophic dam collapse. It looks like it might happen prior to his prediction.

I've postulated for a while that the Chinese wouldn't deliberately let the dam fail because they do not want a disaster from one of their biggest bragging points of the last thirty years.
I also don't think Trump or the US would deliberately make the dam fail. It's not his style. He's surgical. Everything he's done has been to minimize civilian casualties, while taking out terrorists. The failure of this dam would create millions of civilian casualties.
Sometimes a cigar is just a cigar. China made a dam that's guaranteed to fail. It WILL happen eventually.
The mountain that blew up was in North Korea near their northern border, not China.
Floods in China are in their southwest, and there are also floods in eastern India and Bangladesh, and even southern Japan.

Right now it is being explained as a heavy monsoon season.
China had open the flood gates and was using spillways which had some problems to try to save the 3G Dam. I also read that they evacuated a bunch of people and then blew up a dam to hopefully save the 3G dam.
