The various arab states are more afraid of Iran than they are of Israel. The Saudis have sought Israeli support under the table (they offered the use of their territory if Israel wants to strike Iran). Oman had hosted a visit from Netanyahu and his wife a few months back. Now UAE are coming around openly.

UAE does a lot of business with Iran but Iran is also their biggest potential threat. It would be easy for Trump to condition our defensive shield based on them normalizing relations with Israel. Not saying thats what he did, but it would be an easy point of pressure.
