What's really disturbing about that video of an Emergency Meeting is one guy is saying "the British are coming, the British are coming" and the rest of them are either in a state of denial, clueless, incompetent, or collaborators.

How is this almost complete absence of leadership even survivable without forming parallel civic and militia organizations?
