South Korea does not have states have implement the controls, there is just the one government body. In the USA, the individual state governors had the control and that is why states like New York, New Jersey, Connecticut and Pennsylvania have the highest death rates in the USA, these states are controlled by Democrats. Remind your “friend” of these facts.
