Joe’s speech reminds me of this Rush Limbaugh TV show classic ... the link takes you to the part that Biden has clearly plagiarized :-)
And Teddy died of a brain tumor. And Joe has had 2 brain aneurysms. I think it's more proof that Joe may be having mini strokes, or more wires crossing in his brain pan. Dangerous stuff......

My dad had just one and got dementia. Doctor said it was because of the aneurysm.
