Reagan lost MN to Mondale by less than 2/10ths of 1 percent ..... 0.18% to be exact.
In the final days of the 1984 campaign, Reagan's advisers were looking at the numbers and figured that Reagan could make a clean 50-state sweep if he made just two campaign visits to MN, with one being only a quick in & out rally at an airport during a flight home.
But Reagan, a consummate gentleman, told them he didn't want to completely humiliate Mondale by winning 50 states to zero, including Mondale's own home state. So he refused to campaign in Minnesota.

That is my understanding as well. Reagan could have easily won MN had he tried. But being a magnanimous winner, the Gipper let Mondale have his home state.
