Actually I do believe you pull the $5 bill out from under the bottle if you pull it very, very fast.

You probably can, but the condition was that the bottle shouldn’t move which is impossible. Something has to move, and it’s not likely to be whatever surface the bottle was on.
If it’s like pulling the tablecloth out from under a place setting the trick is pulling down and out. Don’t think you can do that if it’s not on the edge of the dresser.
