The report is only required to be in writing. President’s began giving a verbal address early 1900’# and that has remained the norm, but I do not think it is mandatory.

I'm sure he'll get right on it - if he can find the pen he stuck in his inside pocket, er, pants, ... or somewhere.Why is nobody in his "administration" or the Congress saying anything about it? Maybe they are just waiting for the real President to get removed by the impeachment?
