On the back of a recent electric bill($99.82 total) is a delivery charge of $41.01, to pay for maintenance of the wires.
The problem arises when you have grid-tied solar panels feeding back into the system and your bill drops to ZERO.
Who is paying to maintain the grid, you only use it on odd occasions?

Aren’t the solar power people charged for access to the grid?
They’d have two ways to pay, with money or by contributing their unused power to the supply grid.
They’re not floating off the grid if they are contributing to power to it.
