Well, People did move around, though slowly, back then. You didnt need a passport. Passports are a more recent invention. They dont work at all so of course govts love them.
Especially along the sea routes you might see people from quite far away. People would come from all over Europe to see the library at Alexandria for example. Rome would be full of people from all over the place. Only an ignorant clod would need this stupid labelling.

The only thing appropriate to say about the white statues regarding color is that they were not all white. They were fully painted in garish colors but all the paint flaked off long ago.
