She's just not comfortable in public speaking. She gets nervous and over-compensates in this manner.
I was in toastmasters and saw this a lot with new speakers and with some who just aren't comfortable in front of others.
I do think she realizes she's in over her head and the nervousness from that causes her to over compensate when speaking.

I agree. It’s hard to act natural while you are silently screaming at yourself to act natural. After her space camp video reviews, I imagine she feels even more pressure to “act natural”. Unfortunately her natural act is snarky, supercilious and deprecating, which doesn’t come across very well as vice president.
You elect a woman who’s only true success was sleeping with powerful married men, and you dare ask whats wrong with her, SHe’s a PROSTITUTE, what do you expect?
Ok- that really IS bizarre. It doesn’t stop- and she seems to stay composed while her arms are flapping like a bird.

I think a 'yes' to this explains most of her behavior. She is unintelligent, incompetent, and insecure. Her out-of-place laughs, motions, and comments attest to this.
She has achieved her place one heartbeat away from the most powerful job in the world through affirmative action, licentiousness, and deception. Competence is clearly missing from the list. That's enough to make anyone a nervous wreck.
Since Biden's senility is accelerating at such a rate it's extremely likely that he will not make it for the more than three more years as president.
I'm sure quite that the few remaining adults in the Democrat party are looking for a way to get rid of her before that happens, furthering her insecurity.
How about Tourette’s syndrome. That would explain the giggling fits too.

Good take Re public speaking. She’s used to reading scripts and delivering catchy pre rehearsed phrases. Most in controlled settings
Probably sees the audience reacting to her weirdness and thinks she can do her ditz rountine.and get by with it.
They have to be doing something to these people. That was so unnatural and weird.
She is always weird, but those movements are spooky. Oops, can I say that?

She’s boxing way outside her weight and she knows it, she nervous, scared even of being seen as stupid or ineffective but she won’t do the work needed to live up to her position. I’m no doctor so she may very well be sick or drugged, but when I hear hoof beats I think horse not Zebra, I think she’s unqualified for the position, has no idea what to do and can’t let on that she’s in over her head even though everyone around her knows she’s just a prop, a useful idiot. IMHO
This is why she got zero support in the primaries.
