I had the answer as well. I only had to add two passengers to get the original answer.

All one needs to concern oneself with is the net gain or loss of passengers during the trip.
That makes the word problem simple.
19 passengers get off while 17 passengers get on to replace them… simple subtraction gives us the answer to either add or subtract passengers to the final tally of passengers. Voilá! Answer.
