The local & state governments are waffling. The elements of the offense are in the existing statute. Law enforcement can arrest the b@$t@rd and state the purpose of the indecent exposure was personal gratification, which it likely is. The pervert probably j@cks off afterward, in any case. If the authorities want to change the law, eliminate any modifiers; the indecent exposure is sufficient to prove the offense.
