No, this is not paranoia. If they are following her around to different places and sitting there watching and leaving when she leaves, that is real.
It is reprehensible that you are blaming the person being stalked and accusing them of mental health issues. You should be ashamed of yourself but I doubt you have that much conscience.
Perhaps she could get some trusted people to stay with her and observe things and help her assess whether it is real or not.
There are such things as stalkers. They are rare. And they don’t work in groups unless they have a good reason ie you are a huge target of influence.
Your calling into question my conscience was nasty. I am trying to be compassionate to someone I think is suffering. I have dealt with paranoiacs before. It is no way to live. They need reassurance and comfort, not stoking of their fears.

This is a national organization, set up like the old East German Stasi, and the people in it view it like a sort of secret society. You will one day realize, if you see enough, the people on these forums, who immediately accuse the person of being paranoid or mentally ill, are in the secret society themselves, and are running cover for it. And yes, they are even on this forum. The network is probably either the same size as the old Stasi, or maybe a little bigger. And for some reason the people in it get off on tormenting people like the poster.
I have been looking at this thing for ten years. It is beyond imagination. I did a write up on the places where it has popped up.
