Poor writing. I’m pretty sure they’re trying to say Iran will fire missiles from their bases at *targeted locations* in Israel.

I don’t doubt the “from within Israel” part.
The Israelis have been very lax in guarding their borders (some of the lines with Jordan and Egypt are wide open for miles...)
They have the ability to do a whole lot better with her border defenses (as they have in taking the necessary action regarding dangerous Arabs that they permit to continue residing within their country).
