In the Tenth Amendment. Does the Constitution mean it or not when it gives all power, not reserved for the federal government, to the states undefined or unrestricted?

I don’t think protection against murder of innocent people is forbidden in the Constitution.

If it is just a medical procedure that government can deny or allow individual’s then it is a state issue.

You obviously see it as simply a medical procedure left up to the individual’s choice, as long as she is female.
