I’d start with broken homes, few fathers, a culture that denigrates learning, and a drumbeat of low expectations. Oh, and lousy schools with a lousy curriculum and no social discipline in class just to pile on. In other words areas with generations of local democrats in charge.
Sure it would likely correlate to races+location. But first I’d place blame on the prior items. Not gonna touch the 3rd rail of The Bell Curve.
