Interesting.

I thought Dr Mudd was pardoned a long time before Reagan.

Some people claimed that Dr. Mudd had no personal knowledge of John Wilkes Booth or what he had done at Ford's Theatre.

What was Reagan's reason for refusing a pardon?

I have been looking for a list of Reagan's Presidential Pardons. I need to verify one that I heard about in my travels. Do you know of any such list online?

Actually Samuel Mudd was pardoned by Andrew Johnson in 1869 for his work during a yellow fever outbreak at his prison. What his family was hoping for was an overturning of his conviction and that he be declared innocent. I don't think that has been done.
