I seriously doubt Tojo and his lackeys gave the slightest thought to what women and children thought about making war.
However, Americans who blame women and children for Tojo's actions are beneath contempt.

Nobody has blamed the women and children specifically. YOU, however, are basing a straw man arguement on the only people effected by the bombs were women and children, yet I've seen plenty of photos and film of able-bodied men who were injured or killed in the bombing.
So, take your "contempt" and shove it, troll.
If you knew anything of the history fo the Japanese public during the war, you'd never take the position that they were innocents - they fully supported Tojo's efforts in every way.
Actually....the Imperial Japanese Army had its Second Army Headquarters in Hiroshima...and at the time the bomb was dropped their were close to 30k soldiers in Hiroshima -- most of whom were killed due to the fact that ground zero was within a mile of their barracks.
The Second Army was the main body to execute Ketsu-Go, the Japanese plan for countering the anticipated US invasion of Kyushu -- Operation Majestic (originally Olympic).
So even though there were literally tens of thousands of women and children killed at Hiroshima....there were also tens of thousands of Imperial Army personnel also killed.
Oh..and another correction....Hideki Tojo resigned as War and Prime Minister of Japan many months before the dropping of the A-bombs.
