He has his hands full trying to control political and economic corruption, and international vultures who are trying to gobble up Russian natural resources, to the detriment of his people.

Substantial state control over lucrative natural resources is the main way to rebuilt and enrich Russia. Russia cannot be made into banana republic - it is too cold there for the bananas as Yeltsin rule has shown.
