A bill only needs a majority in the House and in the Senate to pass. It is then sent to the president to sign it into law or veto it. If the president vetoes it, it goes back to Congress, where a 2/3 majority of Congress must vote to override the presidential veto.
That still doesn’t explain how Chuck Schumer ever let it get out of the Senate and onto Biden’s desk.
True. But how did this pass the Senate? What was the vote in the Senate? If it did not pass in the Senate there can be no veto. If it did pass in the Senate then it was bipartisan and the writer should have written that.
