Someone posted an excerpt from the NTSB investigation. It looks like he passes a tower (seen about 0:26 into it) I cannot believe any tower would let him land downwind on a runway closed to jet traffic. Were these guys asleep at the wheel also?
NTSB: pilot said brakes failed, but inspection found brakes and hydraulics fully functional. Plane landed 800-1000' down runway,10-15kts tailwind. Emergency brake system not used.
