The story goes that Governor Reagan, while strategizing with his political allies in a Beverly Hills Hotel in early 1980, found the moment opportune (as he so often did) to make a point. Leaning over to Dick Allen, his soon-to-be national security adviser, Reagan asked Dick, would you mind sort of telling all of us what the thrust of US policy has been in the post-World War II Era? Dick Allen, seizing upon the chance to show off his wit, replied, Basically we did two things, governor. We harassed our friends and we cajoled our enemies
we have almost no friends left but we have lots of enemies. Reagan, without hesitation, provided a telling comeback: Well, Dick, I guess were just going to have to scare the bejeebus out of our enemies with Star Wars and were going to have to make our friends stinking rich with supply-side economics.
