How did people who never had any communications with the White House receive unsolicited emails concerning Health Care from the White House.(see story)

Gibbs’ inability to give a coherent answer left egg on his face as well as questions about the Obama White House violating the American people’s personal privacy not to mention the violating of the 2004 United States CAN-SPAM Act.
