Whether it is true or not does not matter, what does is the fact that this philosophy has been embraced by George Soros. The Secretary of State Project (SoSP) began in the fall of 2005 by George Soros is an openly progressive group that is seeking “reform” of the election process.

One result of the SoSP is Mark Ritchie, SoS for Minnesota. Thus this state got the “fair, unbiased” recount that gave the Senate the Frankenfraud. Ballots found in trunks of cars, in batches of 100 (ballots are packaged in lots of 100), all marked for the Frankenfraud. Makes me wonder what may have happened to the ballots of the Red Bulls when they were deployed.
I am currently tempted to register my LLC in the State of Texas, out of spite.
IIRC - Christine Gregoire in Washington, with the help of the vote counters in Seattle/King County - was able to win the governorship after a 2nd recount, in 2004.
The Republican, Dino Rossi, won the original vote - by several hundred votes. He lost some of the lead, but still had more votes, after the recount. But a further recount found more votes for the Dem ...and Rossi lost.
A court found that there was evidence of over 1000 fraudulent votes - (and Gregiore’s margin was about 200 votes) ..but no do-over. Some counties had more votes to count that actual registered voters!!
At the state level - the Sec. of State was a RINO ...but at the county level - the corruption is rampant, and the state does nothing to fix the problems!
Could have been Uncle Joe who said that, but the character Johnny Rocco in the movie Key Largo said it best:
Let me tell you about Florida politicians. I make them, I make them out of whole cloth, just like a tailor makes a suit. I get their name in the newspaper. I get them some publicity and I get their name on the ballot. Then, after the election, we count the votes, and if they don't turn out right, we recount them again until they do.
