What I believe has a good chance of happening is that the increased violence and demands from the leisure class/hooligans will be met by a fed up citizenry and pressured police.
No longer will people be silent as they are beaten by thugs, folks will become prepared and fight back. Thugs will die, riots will start, the usual looting, etc will ensue and be met by a even more fed up and better prepared citizenry.
