The rhetorical great monument to humanity that he suggests is Obama's legacy many of us view as the destruction of the next generation, financially, politically and socially.

Saying it's the reverse don't make it so.

FWIW, he is saying that it “only led to...after an exhaustive debate”. In other words, they had to fight to get those things; they couldn’t just enact them straight out. He isn’t belittling the scope of that legislation in this case (though he does later).
