US involvement in the shooting war in Bosnia began in February 1994.

President Clinton probably first met Monica Lewinsky in November 1995, but certainly did not meet her before July 1995.

Their affair was not made public until January 1998. President Clinton did not discuss the meaning of "is" until later that year.

President Clinton was impeached in December 1998 and the matter, from a legal point of view, ended there.

The Kosovo War intervention began 3 months later in March 1999 and ended in June 1999.

The wisdom of our intervention is certainly a matter of debate, but saying that we intervened in Bosnia and Kosovo to distract from President Clinton's legal problems is just bad history.
