I think he needs to lay off whatever drugs he is doing if that sentence makes any sense to him.

The documentary, Cocaine Cowboys, notes how Florida's (particularly South Florida's) economy tanked after the Feds got serious about shutting down the pipelines in the 80s. I remember the banks, car dealerships, realtors, restaurants, boat dealerships, all types of retailers, etc. did suffer when the cocaine money was pulled out. I was married to a Floridian at that time.
